Description
The photo caption in the Sacramento Bee, January 25, 1969, states: "A flooded house looks silently over brackish floodwaters of the Sacramento River across the Garden Highway. Days of heavy rain have necessitated second-floor living in many homes and have made boats the primary mode of travel. The current peak is past and river levels are falling but inclement weather is expected to continue through Sunday."
