Photograph caption dated December 12, 1961 reads "The Burbank Office of Civil Defense today winds up its two-day training exercise, which includes a simulated nuclear attack upon the city. The exercise, developed by the city and Remington Rand UNIVAC Division of the Sperry Rand Corp., uses a simple mathematical formula to evaluate the performance of participants. Here, two members of the Burbank Police Department -- Sgt. L. F. Crowe (left) and Lt. Kenneth Kipers -- check the routes of traffic to be closed during the simulated attack."
