Photograph article dated December 15, 1963 partially reads, "The wheels of government never stop turning - which means the men who run government have a never-ending job. The working day of Louis R. Nowell, one of the Valley men who help run the government in Los Angeles, often stretches from early morning to late night. If he's not on the phone with a constituent, it's a good bet he's in a committee meeting or out checking a district problem. There's no such thing as a rigid appointment schedule for a councilman; everything is subject to new developments. And there are always new developments at City Hall." Note: Photograph caption reads: "Nowell meets with constituents to keep abreast of district problems and needs. Four special meetings are held in the district each month to gather information, answer questions about city government."; See images #00121922 through #00121925 for all photos in this series.
