Richards, of Valley police division, briefs his men as new force prepares to take to streets in effort to curb mountain traffic accident rate in Valley. To his right are Sgts. C. B. Russell and H. L. Brown. Others are patrolmen John Kiel, S. W. Combs, William Greenbaum, John Sinclair and R. O. Collins."
