Pictured is San Fernando Police Chief Walter Heebing, who found himself in an embattled fight with the City Council Public Safety Committee when he was asked to take a six-month leave of absence with pay so the city could try out another police chief who was waiting to take over. Heebing was accused of misconduct, police brutality and inefficiency in duties of office. After a lengthy fight, the County Grand Jury completely and unanimously exonerated Police Chief Heebing and instead concluded that all evidence relative to misconduct appeared to be of a petty, personal or political nature.
