Photograph caption dated November 3, 1958 reads, "Distribution - Incoming mail is distributed by Don Cameron, clerk, and Glenn Gardner, general foreman at Victory annex. Gardner's job is to control and expedite volume mail passing through annex and co-ordinate activities of all employes [sic].
