Manuscript by Charles Handy on the emergence of shamrock organizations and the changing nature of the workforce. Handy defines three principal categories of the workforce in a shamrock organization, namely, the professional core, contractual fringe, and flexible labor force. The first category consists of key managers, professionals, technicians, and skilled workers; the second category is comprised of outsourced work being done by workers outside the organization; and the third category is made up of mostly part-time, usually female workers that are offered drudgery of a temporary and changing nature. Handy proceeds to highlight why this shift is occurring, arguing that it is happening because more and more organizations are trying to lengthen their operations to further exploit their plant and buildings, but also because management has discovered how to do more with fewer people. He concludes the piece examining the implications of this trend.
