Photograph article dated May 20, 1963 reads, "Attorney Phill Silver dismisses suggestions from his critics, and says the only place he should go is the Los Angeles City Hall office inhabited by Valley Councilman Louis Nowell. Nowell, an on-leave fire captain, blames the volatile Silver for the political fire crackling through the East Valley's 1st District and calls on the voters to douse the blaze. If words were truly weapons, the district would have been reduced to rubble by now. Cutting verbal swaths from Sunland-Tujunga to North Hollywood, from Sun Valley to Pacoima, Nowell and Silver have left no rock unturned." Pictured is Phill Silver.
