This 1963 community plan for "East-Broadway" describes itself as "a broad statement of community objectives dealing with standards, principles, and policies to which the community may refer for guidance to solution of growth problems." The plan includes a map as well as descriptions of housing conditions, location, extent and intensity of blight, principal causes, remedial action, and recommendation.
