Description
This is a photograph of a frozen water wheel. "The wheel is turned by current shuttled under it. The slanting box - like buckets slant up on the lift, level off on top to dump water into the troth which is run through a spout and ditches to the fields. Yellow river is lined with these." The city is unknown.
