Description: United States Senator Burton K. Wheeler is shown as he addressed 11,000 persons at an America First rally held at the Olympic Auditorium. He declared that 90 per cent of the people are opposed to war and also stated, "There is no longer any doubt that the President's foreign policy is a policy of war." Photo dated: October 3, 1941.
