Descriptive text accompanying photo: "One of the most graphic pictures made during the flood, it illustrates how flood control works. Here is the Sacramento Weir with all 48 gates open. This is flood water by-passing the City of Sacramento, and helping to relieve the pressure in the rivers. Wild as it looks, it is water under control."
