David Gill's plan to fly a balloon at City Hall was punctured by a legal point. Gill maintains it is freedom of speech, city officials say it is a hazard to fly captive balloons. Some of the men identified are: Oved Gilboa, Gill's helper; David Gill; Earl Jenner and Donald Woodward, city officials, and Marvin Mitchelson, who is attorney for Gill.
