Photo caption printed in the Sacramento Bee on November 22, 1961 states: "Lake Folsom has dropped to about 390 feet above sea level, the lowest it has been for this time of the year since Folsom Dam was built in 1955. William E. Smith, chief of operations at the dam for the federal bureau of reclamation, said the lake level is about normal for a dry year, based on weather and water table statistics. The island in the center foreground normally is covered by water."
