Photograph caption dated May 17, 1963 reads, "Officials stand on a bridge surveying the new enlarged 3 billion gallon Encino Reservoir that was formally dedicated Thursday by the Los Angeles City Department of Water and Power. The reservoir, located in the foothills above Encino, was recently enlarged from its original 1 billion capacity. Looking over the $8.5 million project, which includes a 190-foot high dam, are, from left, Nathan Q. Freedman, vice president, Board of Water and Power Commissioners; Clifford H. Marker, commission president; Samuel B. Nelson, general manager and chief engineer; and Max K. Socha, chief engineer of water works and assistant manager. Marker noted during ceremonies that the project is being financed by department revenue."
