Portrait of Chief Gates. Says Gates, In 1970, we were telling people if you used marijuana over two or three times, forget it, you couldn't be a police officer. Now we're at the point where if they use coke, and they use marijuana up to 100 times, Civil Service Commission is saying, yeah it's OK, you can become a police officer, in certain instances. Well that's nonsense. That's crazy! Photo dated: November 14, 1982.
