Photograph was edited for publication purposes Photograph caption dated July 23, 1962 reads, "A Southern Pacific Railroad train moves cautiously through the Valley at its new 35-mile-per-hour speed, a Los Angeles judge having declined to block enforcement of the new speed limit. Last June 12 the Los Angeles City Council unanimously passed an ordinance setting a new speed limit for trains at crossings. Mayor Samuel W. Yorty signed the law, which became effective Sunday. Southern Pacific, which is still planning to fight the ruling, had previously vountarily [sic] cut its top speeds in the Valley to 60 miles per hour, though the legal maximum throughout the state is 79."
