Description
Starting point of the Route 23 Thousand Oaks Freeway, as it crosses the Ventura Freeway, moves toward completion. Because of rains, most work has been confined to bridges, but when ground dries onramps will be constructed; first crews are expected to resume work within a week or two if sunny weather continues. Photo shot looking north also shows portable batch plant used to mix cement for construction.
