After: Galatea? These two photos, both taken on Moorpark Road in Thousand Oaks, sum up the dilemma facing City Council. Janss Corp., which created idyllic after scene at right, south of the Ventura Freeway, proposes to have other land owners and city join it doing same to drab section at left north of freeway. Same plan of lawns and trees would be followed on both sections. Pygmalion act may be stalled, however by out of town land owners
