Description
SPLASH and it's finished - The Route 23 Freeway project was officially completed this morning with the champagne christening and opening of the Rancho Road ramps. Present for the ceremony are, from left: Ralph Leon, bridge engineer Robin Borlaug, Miss Conejo Valley Art Van Rhyn, senior resident engineer William L. Charbonneau, project engineer Gordon Randolph outgoing chairman of the streets and highways committee of Conejo Valley Chamber of Commerce (uncovering freeway entrance sign) and Fred Raio, president of the chamber.
