Description
Contrast - Hillside development in Westlake, foreground, shows sharp contrast to untouched hills on horizon. Thousand Oaks Planning Commission recommends moratorium on such tracts until city draws up guidelines. Other hillside tracts are planned in Westlake and Sunset Hills.
