Image is of an opening in a fence through which a line of people are about to pass. There is an image of a U.S. flag on the chest of the first person in line. The artist of any work retains all rights to that work. Copyright has not been assigned to the Regents of the University of California. The copyright law of the United States (Title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted material.
