Commerce Mayor Maurice H. Quigley, left center, receives keys to city's first patrol car from Sheriff Peter Pitchess. At left, East Los Angeles Sheriff's Captain C.E. Serrano. Deputies at right are Wesley Paulus and Leroy Pike. Sheriff's Department patrolled city under contract on 24-hour basis.
