Description
Gordon Nesvig, clerk of the Los Angeles County Board of Supervisors, swore in the first City Council of Commerce at a 7 p.m. January 28, 1960 meeting in Rosewood Elementary School Auditorium. More than 300 people attended the ceremony. Maurice Quigley became the city's first mayor and Charles Scheibler was named mayor pro tempore. Council members are, from left, Quigley, Katherine Pahl, Charles F. Scheibler, Leone Thornburg and James W. Bristow. Also on the stage to the left of the podium are, from left, Father Thomas Hayes of St. Marcellinus Catholic Church, who delivered the invocation, Rev. Truman Smith of Bandini Baptist Church, who provided the benediction, and Dr. John C. Whinnery, superintendent of the Montebello Unified School District. Whinnery served as the master of ceremonies.
