Image shows group of 11 city department head standing outdoors in front of the ivy- covered facade of the old City Hall building located at 300 East Chapman Avenue, built in 1921 and utilized until 1963. Identified are William J. Richardson (superintendent of water works), Al Tomblin (fire chief), Cal Lester (city clerk), Casey Bonebrake (street superintendent), Martin E. Jemison (chief of police), Idabel Durgan (city nurse), Mitt O. Ainsworth (trustee), Bessie Swan (desk sergeant, police department), Mabel Reeves Coburn (city treasurer and water department), George W. Whitsell (mayor and trustee), and George W. Ingle (judge.)
