Portrait of members of the Orange Police Department on the steps of City Hall in Orange, California, 1935. Front Row, Billie L Muffelman (desk sergeant and stenographer); 2nd row: Vivian G. Wolfe, Willet "Peter" J. Winslow (motor officer), Chief George H. Franzen, Garland W. Coltrane (assistant chief), and Thomas V. Towns (patrolman.) Back row: Alfons L. Westermann (patrolman), Judge Addison W. Swayze, James W. Johnson (patrolman), Constable George M. Bartley, and "Flat Foot" John F. Eltiste (traffic officer.) City Hall, constructed in 1921 and razed in 1964, was located on the south side of the 300 block of East Chapman Avenue.
