El Supremo Poder Ejecutivo se ha servido dirigirme el decreto siguiente. No. 95. El Soberano Congreso Mexicano, conciliando las actuales necesidades del Erario con las sumas escazeses de la Nacion, ha venido en decretar. 1o. Todo individuo de cualquiera clase, sexo ó edad que tenga renta, sueldo, salario, giro ó industria personal, contribuirá al Estado anualmente con la utilidad ó percepcion que corresponde á tres dias en el año
