Todas las autoridades civiles y militares, bajo la mas estrecha responsabilidad, perseguirán y aprehenderán á los delincuentes, y harán las primeras averiguaciones, poniendo á los reos dentro de cuarenta y ocho horas á disposicion del juez ó tribunal competente
