Broadside decree issued by the governor of the Distrito Norte of Baja California Territory, elevating Mexicali to municipality status, separate from that of Ensenada. Includes a description of the precise boundaries of the municipality. The first article of the decree reads: "Se erige en Municipalidad, correspondiente a este Distrito Norte de la Baja California, la hasta hoy conocida por Sección de Mexicali.
