Queriendo el Consejo de Regencia que la resistencia y constancia en la defensa de las plazas y puestos fortificados correspondan á los grados de heroismo que exigen la Patria y las circunstancias de la actual guerra, é inmortalizará la memoria de los dignos Gefes y guarniciones, particularmente de Zaragoza y Gerona
