Nada es tan propio de los Reyes como promover la felicidad de los pueblos que la Divina Providencia ha confiado á su cargo. Penetrado mi Real corazon de este Dogma inalterable de la moral de los gobiernos, he creido conseguir tan saludables fines mediante la puntual observancia de la Constitucion política de la Monarquía, promulgada en Cádiz por las Córtes generales y extraordinarias el dia 19 de Marzo de 1812
