Que por el Ministerio de Relaciones esteriores y Gobernacion, se me ha comunicado el decreto que sigue: Benito Juarez, Presidente constitucional de los Estado-Unidos Mexicanos, á sus habitantes, sabed: Que el Congreso de la Union, ha tenido á bien decretar lo siguiente: Art. 1o. Son nulos y jamas podran aprobarse los actos de las llamadas autoridades puestas por el invasor ó los traidores
