"To the youths of both sexes 14 to 18 years of age. Comrades: The South District of the J.S.U., recognizing all the aspirations which through 14 months of fighting have conquered our brothers, which are fighting in the trenches for all youth, which experiences the war and which has yearning to learn and to improve in all cultural, technical, professional and physical aspects, is opening a magnificent Popular School of Industrial Instruction, in spite of all the difficulties which the war creates, and which is directed by the Provincial Syndicate of Industrial Instruction and sponsored by the J.S.U. of the South District, it must increase the technical, professional, etc.. level of all the youth of our district and of the youth which tomorrow will leave as skilled youths which Spain needs for its reconstruction."
