Decree issued during the uprising against Santa Anna known as the Plan of Ayutla. The Secretary of State via the General Commander of the Department of Zacatecas announces that, per president Santa Anna's mandate, the governors of the departments and political chiefs of the territories will direct their prefects, sub-prefects, city and municipal councils to ensure that any occupation or use of the resources of such entities are legitimate with proof of necessary requirements and licenses.
