"Demand through the medium of letters, signatures, and other methods, that the Council of Passive Defense make refuges for us to protect us and to protect our women and children from the terrible fascist vengeance, since our houses do not have any protection. For the good of these two districts We demand Refuges!! We want Refuges!"
