Broadside decree issued by the Ministerio de Guerra y Marina under President Ignacio Comonfort, repealing a portion of an earlier decree, returning the navy department's main headquarters to the command of the navy chiefs (gefes de la armada), and no longer under the jurisdiction of the general commanders in the coastal states.
