This mod forces the coupler to output daily wind stress data for overriding in another case. TauLock/src.drv contains the Fortran script ccsm_comp_mod.F90 which reads in coupler files to override wind stress. TauLock/src.pop2 contains the Fortran script ocn_comp_mct.F90 which takes the wind stress files read in and actually does the overriding in the ocean component.
