Description
"F. W. Arlin" on the negative sleeve annotation is probably Frank William Arlin (who is also recorded as Frank William Arlin Fischer), a water engineer who worked at a pump plant and who lived in Pasadena in the 1930s. Numerous storms and floods affected the Arroyo Seco basin and surrounding communities in the 1920s and 1930s.
