PROTEST CRACKDOWN--An SBA crackdown on loan procedures, partly because of dwindling funds, resulted in late filers' applications being rejected without even an inspection. Many were residents of predominantly black areas and protested they were treated unequally compared with residents of San Fernando Valley.
