Description: SMOGVILLE'S suffering citizens keep the switchboard flashing at Air Pollution Control District headquarters on days when the ozone's a dirty gray. Veteran APCD operators Grace Miller (l) and Theresa Vincent gag it up for the photographer, but sometimes the calls they receive are no laughing matter. Smog bothers them, too.
