HALTED AT HARBOR-- Roy Gorin, in charge of export division, and Alfred Gonzales, customs inspector, with some of the eight cases of scientific material belonging to Dr. Hsue-shen Tsien, California Institute of Technology professor, seized as they were about to be exported to Shanghai. Government men will make check on the contents.
