MAN OF THE SEA-Guro Oka, 63, a fisherman on the tuna clipper Lucy Ann, mends nets at San Pedro's Fish Harbor. Unemployment in the Japanese colony is almost unheard of and the crime rate, as a group, is the lowest on record here.
