BROWN-BAG MESSAGE--Letters seeking a special legislative session on property-tax relief are put in bags by Marion Hill, left, and Jane Nerpel of the Sherman Oaks Homeowners Assn. The letters, 200,000 of them, were dispatched by truck to Gov. Brown.
