CELEBRATION BEGINS-Dancers perform on steps on City Hall as part of kickoff celebration of 183rd anniversary of the founding of the City of Los Angeles. Strolling musicians are scheduled to serenade in the downtown area through Friday. City was founded Sept. 4, 1781, near Old Plaza at Sunset and Main Streets.
