ANSWER: Pictured is one of the four ornamental posts on the Washington Blvd. bridge that crosses the Los Angeles River. The bridge is in the heart of the industrial district and lots of people probably go truckin' on by every day without noticing the interesting border of figures on the bridge's four main posts
