KLAN INCIDENT--William V. Fowler, La Crescenta, self-styled honorary cyclops of Ku Klux Klan in California, talks through microphone while fellow Klansmen produce identification for Sgt. Ronald Trauig. Incident in Panorama City occurred when a man cut the loudspeaker wires. There were no arrests.
