Delivering a Message--County workers protesting the pace of contract negotiations and what they see as race and sex bias gathered at the Hall of Administration Tuesday. Above, protestors carry thousands of postcards fastened in a chain and, at right, the scene outside. Contracts for about 40,000 Local 660 workers expire this month.
