Photo was most likely taken in relation to a meeting of California aid directors in Los Angeles in November 1935 during a trip by Walker to the region. At that time Walker was chief of the National Emergency Council, McLaughlin was California State WPA (Works Progress Administration) head, and Sears was Southland NEC director.
