Photo depicting Charles I. Schottland (center), director of the California State Relief Association, meets with Roy W. Pilling (right), director of the Los Angeles County Relief Association, and Archibald Young, chairman of the Citizens' Relief Committee of Los Angeles. All three men held various high-level positions within California's State Emergency Relief Association and related groups over the course of their careers in public service. These groups included SERA's successor the California State Relief Association and its local branches, and the Citizens' Relief Committee.
