Cantwell is standing with Amleto Giovanni Cicognani, Archbishop of Laodicea in Phyrigia, who presided over the elevation ceremony. Using the powers vested in him by Pope Pius XI Cicognani presided over the ceremony, which took place at St. Vibiana’s Cathedral.
